Dave 002Dave Desaulnier, Owner & President

Dave’s love of travel and skills in form, document, and spreadsheet design, as well as more than a decade of experience traveling the world supporting customer aircraft led him to start Over the Horizon, LLC.

Dave received his Associate Degree (Aviation Maintenance Technology), Bachelor Degree (Aviation Maintenance Management), and FAA Airframe and Powerplant Licenses from Embry-Riddle Aeronautical University.

After college, Dave started his career in 2003 as a Customer Support Representative and was soon promoted to Junior Accountant at TransCore, the company responsible for administration of the Massachusetts Turnpike FastLane program (now E-ZPass MA). As a Junior Accountant, he was responsible and had a natural talent for spreadsheet creation/improvement with complex formulas for minimal user entry.

In 2005, Dave moved on to being a Field Service Engineer / Technical Support for Altair Avionics Corp., now operating as Pratt & Whitney Canada – DPHM Solutions. For almost 9 years, Dave’s love of travel was further fueled by being able to travel the world installing, troubleshooting, and training customers how to install, operate, and maintain aircraft engine trend and exceedance monitors, and use the specific software and associated website. When not on the road, Dave developed various spreadsheets (for metrics, storing data, and presenting data via pivot tables and graphs), forms (fillable PDF), troubleshooting guides, informational documents, statements of work (SOW), training material, and other presentations through the use of Word, Excel, PowerPoint, and PDF creation software. In addition, he also trained new Field Service Engineers, Technical Support Reps, assisted Applications Engineers on new product development as it relates to the interface with the aircraft, and debugged manufacturing and field installation problems, providing full documentation of cause, effect, and corrective action of problems relating to airframe or engine interference, electromagnetic noise, and/or sensor interface problems.

In November of 2013, Dave accepted a position at NexAir Avionics LLC as a Senior Manager and Avionics Engineer, but soon evolved into a Senior Manager, Quality Assurance Engineer , IT Manager , and P&WC DPHM Support Tech. These roles allowed Dave to further develop his skills in form / spreadsheet design, process management, regulatory compliance, and technical consulting through the following:

Form/Spreadsheet Design
– Creation/revision of Work Instructions, Forms, Quality Manuals, and Quality Assurance Records
– Develop various spreadsheets for metrics, storing data, and presenting data via pivot tables and graphs

Process/Procedure Management
– Create the Standard Operation Process for the company
– Establish a Material Management Process including purchasing, stock, and sales of avionics equipment
– Update and maintain FAA Part 145 Repair Station Manuals (Repair Station, Quality, and Training) as required by FAA regulations

Regulatory Compliance
– Act as the Accountable Manager for the FAA Part 145 Repair Station by interacting with the FAA and assuring compliance with the Repair Station Manual, Quality Manual, and Training Manual as approved by the FAA
– Maintain supplier qualification and requirements as dictated by government agencies (U.S. Department of State, U.S. Navy, U.S. Army, foreign militaries, etc.)

Technical Consulting
– Work as project engineer for large customer and/or avionics projects.
– Maintain quality requirements in the field and in the shop as required by the company QA Manual and management
– Maintain/troubleshoot company network of shared drives, software, hardware, tablets, WiFi connections, Firewalls, etc.
